‘Court Ruling Exposes MPs Who Signed Motion As Useful Idiots’, Ex-MP Kasibante

A recent high court ruling left a group of MPs who signed a censure motion against the former Leader of Opposition Mathias Mpuuga and three commissioners red-faced after it emerged that they had approved the very service awards they were contesting.

On August 12th, 2024, the Court in Kampala declared a Shs1.7bn service award lawful, killing the highly hyped censure motion, which had been a daily item in Parliament for the last three months since early May 2024.

According to former Rubaga North MP Moses Kasibante, the court’s decision exposed 189 MPs who were reported to have signed the motion as ‘useful idiots’ who do not even read the documents they approve, raising serious questions about their ability to represent the people and perform their duties effectively.”

“Court declared 189 MPs that they are useful idiots because it is them who approved the service award after being duly processed,” Kasibante said, “the service award was considered by the Committee on Legal and Parliament Affairs, the Committee on budget and there is no minority report contesting it despite both committees having members of the opposition. And even when it came to the floor of parliament, it sailed through without resistance.”

Kasibante who was appearing on a famous online show, blamed MPs for being duped by individuals like Lwemiyaga’s Theodore Ssekikubo (NRM) who sought to settle personal scores using MPs’ gullibility. He wonders why MPs fail to explain to their voters what they pass in parliament.

“Ssekikubo has his deeper problems and I can tell you that I do not blame him, but I blame these MPs who accepted to be duped by a person who sought to use their gullibility to settle his problems which really exposed these MPs as low-level quality,” Kasibante said, amid appreciating Nsereko for always being candid while choosing the battles to and not to participate in.

Despite loathing from the motion movers and populist politicians who enjoy playing to the gallery, some courageous MPs, like Busiro East’s Medard Sseggona (NUP), refused to sign it and enlightened the public about the lawful approval of the service award.

Sseggona called out his colleagues for being “excited over nothing” and abusing the former Leader of the Opposition for no reason.

“I am a wise and educated man. Those who are signing [censure motion] are just excited over nothing. They are just abusing Mpuuga for no reason,” he told his constituents, “they we were in Parliament when the budget [for service awards] was tabled]. It is the same budget where [Moses] Kigongo, [Edward] Ssekandi, and [Rebecca] Kadaga were given money as former speakers.”

Having studied the gimmicks of populism politics perpetrators, Sseggona said “when you talk, they shout at you. When you keep quiet, they say you were compromised. Who amongst us sleeps hungry?”

Other notable MPs who rejected blackmail and intimidations not to sign the motion and spoke out against it include Muhammad Nsereko, Muhammad Sseggirinya (Kawempe South), Asuman Basalirwa, Abed Bwanika, and Mpindi Bumaali. They argued that the service award was debated and approved by parliament, making it lawful.

Ibrahim Ssemujju Nganda accused his counterparts who signed the motion of being “lazy” when it comes to reading documents before approval. Two MPs, Abdil Chemaswet and Solomon Chelangat who on August 20, 2024, wrote to the Speaker of Parliament to withdraw their signatures from the botched motion, vindicated Ssemujju’s claims.

“…we are part of the Members of Parliament who signed up or appended our signatures in support of the said motion that was filed with the Clerk of Parliament by Hon Theodore Ssekikubo on the 5th August 2024,” introduction to their letter to the Speaker, reads in part.

They explained, “at the time of filing the said motion, the apparent issue then was that the service award which at the time we believed had been smuggled or passed without parliamentary approval by the Commissioners and nothing else.”

The Leader of the Opposition, Joel Ssenyonyi, actively mobilized and led NUP MPs to sign the censure motion, terming the service award “illegal” and “corruption” without verifying the facts.

The court’s ruling has rendered all MPs who signed the motion “clueless” and “sleepy” when it comes to parliamentary business.
