Public Square Stoning Awaits ‘Corruption Incubators’; Ssennyonyi, Muwanga-Mpuuga Warns

Democratic Alliance (DA) national coordinator Mathias Mpuuga, has finally broken his silence on the Shs100M reportedly given to all MPs by President Museveni.
In a candid interview at his parliamentary commissioner’s office on April 22, 2025, Mpuuga questioned the moral authority of opposition leaders in Parliament to fight corruption.
Mpuuga said that the Leader of Opposition in Parliament (LoP), Joel Ssenyonyi, Muwanga Kivumbi are not genuine in their fight against corruption, accusing them of being “incubators of corruption.” He expressed disappointment in their actions, saying that they are more interested in grandstanding than actual leadership.
Mpuuga expressed disdain for Ssenyonyi and Muwanga in particular, who claim to fight corruption but are actually “grandstanding.”
“The opposition must be the opposition that voices the wishes of the people, not a grandstanding opposition. Those flashing signatures claiming to fight corruption are fake, and the individuals that I know are actually incubators of corruption,” Mpuuga asserted, “the day the world will know them, they will be stoned in public squares.”
Mpuuga said he has no respect for those who claim to fight corruption but are not genuine.
“I do not think that those who are acting as fighters of corruption are genuine; they are part and partial to incubating corruption at various levels in their parties, and their small offices,” he said.
The Nyendo-Mukungwe MP cited an instance where LoP Ssenyonyi visited the Inspire Africa Coffee Park in Ntungamo district early this year.
Instead of conducting proper oversight, Mpuuga said that Ssenyonyi was busy picking gifts from the very individuals he was supposed to oversee.
Mpuuga then wondered how one could conduct oversight while accepting gifts from those being overseen.
“The other day, I saw the LoP in Ntugamo in one of the bottomless ponds where public funds are siphoned, and he was picking gifts, and I wondered how you do oversight and pick gifts at the same time from where public funds are being syphoned, and then you come on the floor and appear to be doing oversight,” Mpuuga said.

The Inspire Africa Company limited, a private company, has received Shs179bn to run a coffee value addition park in Ntungamo district, with Shs60bn controversially allotted through a supplementary expenditure.
Mpuuga’s comments come amid concerns about corruption and accountability in government projects, and he wondered why leaders like Ssennyonyi and Muwanga, who have had the opportunity to chair opposition accountability committees, COSASSE, and PAC, central to know where public funds are stolen, were reluctant to raise a red flag.
“When I see individuals who are charged with leadership engaged in meal drama for the sake of a camera moment to capture attention, is very unfortunate,” he added, “if the opposition in parliament was interested in fighting corruption, the person [Muwanga] who led the signing of the signatures chairs a PAC committee, and surely knows where public resources are going.”
“His leader of opposition in Parliament [Ssenyonyi] knows so well he chaired CASASSE, he is very much alive to where public resources are being syphoned. When I see them before cameras trying to steal a moment, and divert Ugandans from runaway corruption [I wonder],” Mpuuga said.
On the issue of MPs signing documents regarding the Shs100m allegedly given by President Museveni, Mpuuga said, “That is duplicity and I can never be part of duplicity.” He challenged those claiming to fight corruption to table evidence and have culprits investigated and prosecuted.
“If you are serious about it, write to the IGG and table evidence that this corruption is properly investigated,” Mpuuga said. “You cannot fight corruption in press conferences. You are either massaging or abetting it. Table evidence, and have culprits investigated and prosecuted.”
